SCIC takes over the rights of the representative of state owner in different types of enterprises: Single-member limited liability companies, two-member limited liability companies, joint-stock companies converted from enterprises. 100% state-owned or newly established independent enterprises directly under ministries, ministerial-level agencies and provincial-level People's Committees; Joint-venture companies with state capital contribution shall be represented by the ministries, ministerial-level agencies, provincial-level People's Committees, as representatives of owners of state capital, corporations, corporations and other cases under the Prime Minister's decisions.
