NOTICE OF AUCTION OF STAKE

OF THE STATE CAPITAL INVESTMENT CORPORATION (SCIC) AT TIEN SON HA TAY CEMENT JSC

Pursuant to Decision no. 161/QĐ-ĐTKDV dated 25 May 2017 of the State Capital Investment Corporation (SCIC) on the sale of stakes of SCIC at Tien Son Ha Tay CementJoint-Stock Company (TSM), the Organization Board of the public auction would like to announce as follows:

5.      Auction participation conditions: All investors that meet the conditions stipulated in the Regulations of auction of stakes of SCIC at Tien Son Ha Tay Cement Joint-Stock Company (TSM) issued by VCBS.

6.      Consultant: VIETCOMBANK SECURITIES LIMITED COMPANY (VCBS)

7.      Stake offered for public auction: (regardless of local or foreign investors)

- Type of stake:     common share                         

- Face value:          10,000 VND

- Minimal number of shares per purchase: 100 shares

- Total number of shares for auction: 862,747 shares            

- Starting price: 6,400 VND per share

8.     Format of auction: Whole-lot auction (An investor is required to apply for purchase of the total shares for offer).

9.   Information declaration; Auction subscription; Deposit payment

- Information declaration:From 5 June2017 on Vietnam Economic Times, Economic and Urban Newspaper and the websites of SCIC and VCBS.

- Auction subscription from 8:00 hrs on 5 June 2017 to 16:00 hrs on 13 June 2017 at VCBS

-  Deposit payment is to be made into SCIC’s account when subscribing for auction, according to Regulations on auction.

- The investor has to report to the Organization Board of the Auction and release its information disclosure on one (01) online newspaper or one (01) printed newspaper in 03 consecutive periodicals before 16:00 hrs, 23 June 2017.

-  Venue and time for auction subscription forms:

• Directly submitted at the Head office of VCBS before 16:00 hrs, 4 July 2017.
• Directly submitted at the branches of VCBS before 16:00 hrs, 3 July 2017.
• Submitted via guaranteed snail mail before 15:30 hrs, 4 July 2017.

10.  Auction:

- Starting time: 9:30 hrs, 5 July 2017

- Venue: VCBS Head Office, Level 12 Vietcombank Tower, 198 Tran Quang Khai street, Hoan Kiem district, Hanoi

11.  Payment time for share purchase: From July 6, 2017to July 19, 2017 into SCIC’s account

12.  Time for deposit return: From July 6, 2017 to July 14, 2017
